Vladimir Putin is worried about the growing military threat in the western direction

The President of the Russian Federation Vladimir Putin at the introduction ceremony of higher ranks officers from security ministries on December, 28th, 2012 focused attention of the participants on the importance of conducting the joint Russian-Belarusian strategic exercise “West-2013” on the territory of the Republic of Belarus next autumn. V. Putin said “It is important to increase the level of interoperability with the allies, first of all with the OCST countries. Exactly that problem will be solved during the Russian-Belarusian strategic exercise “West-2013”.

What can be the outcome of these words of the Russian President? First of all, V. Putin lays special emphasis on the development of military cooperation between Russia and Belarus. One of the guidelines here is considered conducting of joint operational and combat training of armed forces of the two countries. And that is even in spite of some attempts of pro-Western mass-media sources to downplay the joint operational exercise “Union Shield 2011” which was conducted on the territory of the Russian Federation against “Caucasus-2012” maneuvers.

We would like to remind, that the Presidents of Russia and Belarus missed the exercise mainly because of the lack of initiative from the Russian side. The current statement of V. Putin only emphasizes that Heads of states will personally monitor the active phase of “West-2013” maneuvers. Although previously Vladimir Vladimirovich didn`t show off the decision on the development of military contacts with the Belarusian side. Even in the foreign policy message published as another program article in “Moscow news” on 27 February, 2012, at that time the Prime Minister devoted a considerable part of the text to the USA, China and strangely enough to Afghanistan and the Democratic People’s Republic of Korea. But as far as for the main strategic ally of Russia with whom it builds the Union State and Eurasian Union — Republic of Belarus – alas, there wasn’t found any space! Only once there slipped some strange state: Belorussia.

What could have forced V. Putin radically change his views on the development of military cooperation between Russia and Belarus, including shift of the foreign policy accents from the Central Asian and Caucasian regions to the Eastern Europe?

First of all, it concerns new challenges and threats that Russia started to face in the western direction. And the recent events only confirm the President’s concern. Here can be placed a deadlock dialog with the USA and NATO in relation to the establishment of the European segment of the American ABM system.

The “Restart Partners” do not want to take into account the Kremlin’s concerns towards the deployment of the ABM system elements close to the Russian territory, able to level the effectiveness of a possible Russian strategic nuclear forces response. Besides, in recent years under the mask of response to the “threat from the East” there has been drastically increased the amount of operational and combat training for the Allied Forces (AF) in Poland and the Baltic States. On the borders of the Union State of Belarus and Russia they continue to upgrade and improve the local facilities (airfields, bases, ports, and roads) under NATO standards. They aggressively cultivate the potential theater of operation, for which purpose starting February 2012 the NATO Council extended for unlimited time the mission of controlling the Baltic States airspace. The information campaign accusing the Russian Federation in the increase of strength of troops and weapons in the Western Military District and the Kaliningrad region is being enhanced.

It should be mentioned that NATO exercises are conducted on the general operational background, on the general concept with training the issues far from defense nature, but closer to planning s strategic offensive operation of the Allied Forces in the Eastern direction with the use of the force groupings, formed on the bridgeheads in the Baltic States and Poland. NATO strategists already openly work out scenarios of a conflict resolution caused by consequences of policy of “reactionary regimes”, also by the “energy expansion and territorial claims” of individual countries. And, by the way, this is our site that has repeatedly emphasized the fact in the materials from series “European security”.

Russian military and political leaders have already officially drawn attention  of the international community to the NATO activity increase close to the Union State borders and, as a consequence, — intensification of military and military-technical cooperation with Belarus.  So the Russian Defense Minister Anatoly Serdyukov said after the meeting of the Joint Collegium of the Defense Ministries of the countries last year in spring: “We are troubled not only by the NATO activity increase close to the borders of the Union State, but also by the United States and other NATO members’ plans on the deployment ABM system in Europe. The current situation pushes us to more active cooperation with the allies, first of all with Belarus”. “Russia will continue to provide the security ministries of Belarus with weapons and equipment, and also plans further to prepare military personal for the country, also free of charge.

In his turn A.Grushko who was undergoing the approval procedure as the new Permanent Representative of the Russian Federation to NATO, in the interview to “Voice of Russia”, declared: “Unfortunately, we see that there is a military cultivation of the Baltic region. In particular, on the territory of Lithuania, Latvia, Estonia new military facilities and installations appear, NATO aircraft carry out military patrolling, and we cannot but take these into account during the military planning”.

And all these has been going on in spite of the fact that to relieve the tension in the region Belarus and Russia unilaterally refused from any large military activity close to the NATO borders  and conducted their joint exercise  “Union Shield 2011” in the depth of the Russian territory.

As things are now Moscow and Minsk can do nothing but to conduct on the Belarusian territory a joint military exercise. However Belarus and Russia are not going to attack anyone – the maneuvers planned are defensive. This can be verified by the western observers and inspectors, and also by the representatives of the military and political leadership of the neighboring countries, which, for sure, will be invited by the Russian-Belarusian side to be the guests of the exercise “West-2013”.
